Licensing & Permitting can sometimes be an arduous process for new business owners. Due to various authorities and state mandates for specific activities of a business, a business owner may need to interact with multiple offices.


BUSINESS CERTIFICATES

Business certificates register trade names or “doing business as” (d/b/a) names for conducting business in a municipality. Business certificates are typically registered with the City or Town Clerk. The link below will bring you to the appropriate City of Worcester webpage:

WORCESTER LICENSE COMMISSION

The License Commission for the City of Worcester serves as a regulatory board for various licenses for certain business activities. These licenses include, but are not necessarily limited to:

– Liquor Licenses (on-premises, off-premises, special events, etc.)
– Common Victualer (food) Licenses
– Sidewalk Cafés
– Entertainment Licenses (live music, karaoke, tv, radio, theatre)
– Automatic Amusement Licenses (electronic games, etc.)

DEPARTMENT OF INSPECTIONAL SERVICES – HEALTH DIVISION

The Division of Housing and Health Inspections is responsible for providing a wide range of community based public health inspections. All food establishments receive mandatory inspections to determine compliance with the Massachusetts Sanitary Code. Types of permits include, but are not necessarily limited to:

– Permit to Operate a Food Establishment
– Permit to Operate a Mobile Food Unit
– Permit to Operate as a Seasonal Vendor / Farmers’ Market
– Permit / Registration for Caterers

DEPARTMENT OF INSPECTIONAL SERVICES – BUILDING DIVISION

The Division of Building and Zoning is responsible for improving public safety and enforcing construction codes. These permits are typically required of businesses that are performing improvements to their physical space. Contractors often help property owners navigate and obtain these permits. Types of permits include, but are not necessarily limited to:

– Occupancy Permits
– Electrical Permits

WORCESTER FIRE DEPARTMENT – FIRE PREVENTION DIVISION

The mission of the Fire Prevention Division is to help prevent the occurrence of fires, protect lives and preserve property through education, enforcement, and engineering. Since some business operations use flammable materials or other activities that could result in a fire, inspections are typically required and certain licenses/permits may apply to specific business operations. These permits licenses include, but are not limited to:

– Automotive Establishments

– Cooking Suppression Equipment
